RAPID ASSESSEMENT FOR MAPPING OF OCCUPATION WITHIN QUALIFICATION FRAMEWORK IN TOURISM SECTOR

Abstract

Objectives - Rapid Assessment of qualification, occupational and competency mapping in the area of ​​tourism development function is intended to develop competency standards for mapping the tourism sector as a valid guide or reference for developing instructional design, learning development and implementation and learning management, as well as development of professional certification schemes.

Design / methodology / approach - The model used in this mapping is Rapid assessment that integrates the RMCS 2006 and INQF model. The method used in this study is to identify the needs data of topurism professionals and the tourism industry, the qualification requirements and competencies of the results of the ASEAN Tourism MRA, AQRF, ASEAN Guiding Principles for Quality Assurance and Recognition of Certification System, 2016.

Findings - These rapid assessment results identify: 9 key functional areas and 18 major functional areas. There are several levels of Qualification Framework: 9 in food and beverages, 10 in food production, 5 in front office, 5 in housekeeping, 12 in tour operation, 11 in travel agent, 7 in MICE, 6 in SPA and one level 9 (a combination of hiding, catering, front office, and housekeeping). Of the 278 occupation identified, as many as 45 can be identified the competency units.

Reseach limitation - The research limitation of this rapid assessment is that there are still two key functions in the tourism sector that have not been identified, so that further Rapid assessment is required.

Practical implication - with this map of occupation in INQF, educational institutions will soon be able to develop graduates profile and instructional designs that are able to search with occupancy and qualification in industrial system, besides that industry will also get guidance in developing Individual Develop Plan for its employees, as well as for the certification body of this map will be a reference in developing the certification scheme both occupation and qualification.
